Updated – Decree suspended – Changes to international shipping from 2026: what you need to know about taxes and postal traffic
UPDATED 29 of January 2026
The Constitutional Court made a pronouncement regarding the decree of 1474 of December 29, 2025, suspending the decree as of January 29th 2026. After the decision was made, the tax scheme for international courier from US was adjusted back to 0% tax for shipments declared below $200 usd.
The following does not apply anymore due to the decree suspension.
Bringing products from abroad has always been a great opportunity to save money, access a wider variety of products, and grow businesses.
However, the Colombian National Government recently issued Decree 1474 of December 29, 2025, which introduces important changes to international shipments under the postal traffic and express delivery modalities, effective January 1, 2026.
In this article, we explain what changes, what does not change, and how it affects you, clearly and straight to the point.
📦 What are postal traffic and express shipments?
This modality includes:
-
Online purchases made from international stores
-
Shipments handled by couriers, international lockers, and express delivery companies
-
Small and medium-sized packages sent directly to the final consumer
In other words, most purchases you make from the USA or China using a locker service like LogyBox fall into this category.
🔄 What changes with Decree 1474 of 2025?
The main change relates to taxes applied based on the declared value of the shipment.
👉 Before (up to 2025)
Shipments under USD 200:
-
❌ No VAT
-
❌ No import duty
Shipments over USD 200:
-
✅ VAT applied
-
✅ Import duty applied
👉 Now (starting in 2026)
As of 2026, the decree establishes that:
-
VAT will be charged on shipments valued over USD 50
-
Import duty will continue to apply only to shipments over USD 200
📊 Quick summary – Before vs Now
| Declared value | VAT | Import duty |
|---|---|---|
| Up to USD 50 | ❌ No | ❌ No |
| USD 50 – 200 | ✅ Yes | ❌ No |
| Over USD 200 | ✅ Yes | ✅ Yes |
👉 Key point:
A shipment valued at USD 80 will pay VAT, but NOT import duty.
Import duty only applies when the declared value exceeds USD 200.
⚠️ What does NOT change?
This is very important to avoid confusion:
-
❌ LogyBox does not define or modify taxes

❌ LogyBox does not apply customs reassessments
-
❌ LogyBox does not decide which shipments DIAN inspects
